Blues in the BlackThe Detroit News reports that state lawmakers are asking nonprofit health insurer Blue Cross Blue Shield of Michigan to use part of their $2.2 billion surplus to help bail out state health care programs for the poor that are in jeopardy because of the state's budget crisis.
