<blockquote><p>“Michigan will be the next film capitol of the world,” Clint Eastwood said in a recent interview following the release of his new film Gran Torino, shot in Detroit. The state’s generous tax incentives for film production have spurred a boost in jobs in a year that's seen declines in nearly every other industry. While it's exciting to see the rise of film-based enterprise in Michigan, we can't rely on it, or any single industry to fill the enormous hole left by the decline of the auto industry. Amid the current crisis we have an opportunity to fill the gap in our region's economy with diverse local initiatives, including community-based media, which thrives off the city's creative past and present.</p></blockquote>
<p>It continues and ends well as it does a great job of introducing you to <a href="http://alliedmediaconference.org/"><strong>Allied Media Projects</strong></a> (AMP) and looking at some of last year's conference recommendations like building community wireless and broadband, cultivating local music and teaching media arts. You should <a href="http://www.wiretapmag.org/race/44000/">go read it</a>.</p>
<p>AMP hosts the annual <a href="http://alliedmediaconference.org/node/2011">Allied Media Conference</a> in Detroit, which attracts North America's most creative and skilled media makers and social justice organizers. The 11th AMC takes place July 16-19, 2009 - check it out!</p>

<p>I could talk on and on about the eye-popping <a href="http://creativecitiessummit.com/c/agenda/">agenda</a> they have created and amazing <a href="http://creativecitiessummit.com/c/speakers/">speakers</a> who will attend - headlined by Dr. Richard Florida, author of Rise of the Creative Class, John Howkins, author of The Creative Economy, and Charles Landry, author of The Creative City. I could muse about how all the attendees from all over the world might influence the conversation about the re-invention of Detroit and Michigan. I could say that if you can't make it during the week, you might want to check out the <a href="http://ccs2unconference.ning.com/">Unconference</a> on Sunday @ MOCAD.</p>

<p>From June 26th to the 29th, 2008, the inaugural <strong><a href="http://www.dwiff.org/">Detroit Windsor International Film Festival</a></strong> takes place all around Detroit and Windsor. Screenings and events will be held at the Scarab Club, the Detroit Institute of Art,  the Detroit Public Library and the campuses of Wayne State University, the College for Creative Studies and the University of Windsor.</p>
<p>The mission of the DWIFF is to engage the community in the growth of the film culture of the region and to promote storytelling through film, video, games, the web, music and other channels. To support that mission, there will be activities for students of film and media and also more industry professionals including panels such as director Josh Becker (Xena, Hercules, Evil Dead) and about Michigan as a location for making movies, workshops, demos, speakers and a job fair. The center of much of this activity will be the Cineflow TechFair at the College for Creative Studies which will include an opportunity to see the tools and workflow used in the production of modern cinema and new media.</p>
<p>There will also (of course) be a variety of <a href="http://www.dwiff.org/index.php?option=com_content&amp;task=blogsection&amp;id=26&amp;Itemid=98">film screenings</a> and the <a href="http://www.dwiff.org/index.php?option=com_content&amp;task=view&amp;id=143&amp;Itemid=98">Children's Program at the Detroit Public Library</a> will present specially selected films from the East Lansing Children's Film Festival collection.</p>
<p>All in all, it looks like a pretty cool addition to <a href="http://www.absolutemichigan.com/dig/michigan/michigan-film-festival-page/">Michigan's growing list of film festivals</a>!</p>

It seems that while - or perhaps because - that is happening, interesting things are bubbling out of Michigan's largest company.</p>
<p>One such item is a venture of <a href="http://www.gm.com/">GM</a> and the <a href="http://http://www.collegeforcreativestudies.edu/">College of Creative Studies</a> (CCS) who have created an art education program with Detroit Public Schools called You Make a Difference (<strong><a href="http://www.gmnext.com/Details/Videos.aspx?id=ac05b383-d9d1-4d91-b683-155176189dec">view video</a></strong>). <a href="http://www.gmnext.com/Details/Stories.aspx?id=b6822daa-e1fc-4566-92e9-0175a91f71b5">GM explains</a>:</p>
<blockquote><p>The program pairs together a GM designer and a College of Creative Studies student in Detroit. Six times a year, the duo visits a local high school and teaches students the basics of automotive design. Since the kids are new to the topic, they start with the fundamentals-- drawing straight lines and elipses. Over the course of the program, students learn the concepts of perspective, angles and shading and then put all their knowledge together by sketching their dream car, which is put on display at the College of Creative Studies.</p>
<p>"I want them to know that whatever you do, as long as you are passionate about it, it will reward you in the long run," says David Rojas, a HUMMER designer who mentors the art students at Mumford High School in Detroit.</p>
<p>This year, the program has grown to 22 schools and has expanded outside Detroit to the cities of Pontiac, Mich., and Los Angeles. For some kids, "You Make a Difference" is the first step on the path to a career in car design. In fact, three students have already gone on to receive scholarships at CCS.</p></blockquote>
<p>I'm curious what folks think about bringing business into the classroom in programs like this and more extensive ones like the <a href="http://earlycollege.dearbornschools.org/">Henry Ford Hospital's Early College</a> where public school students a high school diploma, an Associates Degree from Henry Ford Community College, and certification in specific health fields.</p>

<p><strong>Granholm, State Lawmakers Agree to Replace Service Tax</strong>Replacement Helps State's Fiscal Stability</p>
<p>Protects citizens from massive cuts to public safety, health care, education</p>
<p>Governor Jennifer M. Granholm, Lt. Governor John D. Cherry, Jr., Senate Majority Leader Michael D. Bishop, House Speaker Andy Dillon, and Senate Democratic Leader Mark Schauer along with legislative members have agreed to replace the service tax that went into effect at 12:01 a.m. today. Under the agreement, revenue generated by a service tax will be fully replaced by a surcharge on the Michigan Business Tax (MBT).</p>
<p>The State Senate is expected to complete work on the tax package in the early hours of this morning and the State House is expected to approve it later today. Under the agreement businesses will be granted legal protection if they fail to collect the service tax until effective date of the new law.</p>
<p>"This agreement protects health care, public safety and education while replacing revenue from the service tax," said Governor Granholm. "I applaud the members of the business community and the legislators who worked with us to craft this fair and responsible compromise."</p>
<p>Senator Bishop (R-Rochester) offered the following statement: "I appreciate the spirit of compromise to repeal a tax that would have devastated Michigan business. It is only through continued good faith negotiations, compromise and dialog that we can set Michigan on a track for renewed economic prosperity."</p>
<p>"These negotiations were very difficult due to our challenging economic climate, but I am confident that this agreement is a fair compromise that will allow the state to provide the services necessary to support our businesses and attract new businesses to a state that has a tremendous quality of life," said Speaker Dillon (D-Redford Twp.). "I commend Michigan's business community for their willingness to step up and work towards a solution."</p>
<p>"By working with the business community and each other, we reached a compromise that gets rid of the service tax and keeps our promises to fund schools, public safety, and health care," said Senator Schauer (D-Battle Creek). "This is the type of reasonable approach that will protect our priorities and position us for economic growth."</p>
<p>Under the agreement, the replacement for the service tax will phase out under certain economic conditions.</p>
<p>The MBT, which takes effect January 1, provides tax cuts for more than 60 percent of Michigan businesses and provides tax cuts to both small businesses and Michigan's major manufacturers, while encouraging job creation in Michigan.</p>
<p>The MBT helps stimulate Michigan's economy by relying more on profit, providing tax credits to companies that locate or create new jobs in Michigan and tax credits for entrepreneurial and R&amp;D activities. In addition, a significant cut in the personal property tax will help the state's largest employers and commercial businesses.</p>
<p>"With this agreement in place, we can continue working on the economic plan that will help grow our economy and create jobs," said Lt. Governor Cherry.</p>

<p>Welcome to Michigan, where we somehow seem to be stuck in the Reality TV version of <em>Groundhog Day: Your Government inAction</em>. With just hours remaining before a confusing, unexplained and really random <a href="http://www.absolutemichigan.com/dig/business/business-services/6-of-x-untangling-michigans-service-tax/">6% Service Tax</a> goes into effect, everyone who might have to pay the tax is watching the clock and wondering what Lansing will do. <p>The Freep's <a href="http://www.freep.com/apps/pbcs.dll/article?AID=/20071130/COL07/711300401">Susan Tompor writes</a> that the <em>new 6% service tax is like one of those bad snowstorms that everybody hoped would skip town. Even the forecasters warned that this thing couldn't last long. This oddly crafted tax on services -- 6% on nails but not hair; 6% on ski lift tickets but not golf -- is so dopey that most expected it ultimately had to be repealed.</em></p>
<p>Over on <a href="http://michiganliberal.com/showDiary.do?diaryId=10781">Michigan Liberal</a> the editor of a major Michigan web site spars with a long-dead Michigan governor over the much-hatedness of the Service Tax.</p>
<p>An article on <a href="http://www.detnews.com/apps/pbcs.dll/article?AID=/20071130/POLITICS/711300388">the Service Tax Impasse</a> the Detroit News looks at business owners preparing for the tax and also at the state of diplomacy in Lansing:</p>
<blockquote><p>On Detroit talk radio, House Speaker Andy Dillon, D-Redford Township, and Senate Majority Leader Mike Bishop, R-Rochester, pointed fingers at each other for the negotiations breakdown Wednesday over the service tax. The House passed its own plan and then adjourned until Tuesday.</p>
<p>Bishop called "garbage" a House-passed bill that the Senate rejected Wednesday night and chided: "We don't want to let the facts get in the way of the speaker."</p>
<p>Dillon shot back that the so-called "garbage" is backed by a large share of the business community.</p></blockquote>

<p><a href="http://www.dailypress.net/stories/articles.asp?articleID=14112">Political analyst George Weeks writes</a> that in <em>decades of following how Lansing deals with financial crisis, I have never seen enactment of such a bizarre, crazy quilt, irrational, inexplicable, unfair and — most of all, confusing to taxpayers — tax.<br />

<p>Crain's Detroit Business goes further, calling this <a href="http://crainsdetroit.com/apps/pbcs.dll/article?AID=/20071008/SUB/710080312/1033/toc/-/-/the-best-tax-plan-lobbyists-can-buy">The best tax plan lobbyists can buy</a>.  <em>Law and accounting services are not taxed, but the broad category of management advice, strategic planning and financial planning and budgeting will be taxed. Hmmm. So a company buying consulting services to help it keep its doors open is making a “discretionary” purchase?</em></p>
<p>Like many in Michigan, we're wondering which of the services we provide like online publications (probably not), internet consulting (probably so) or graphic design &amp; marketing (who knows??!!) would be subject to the service tax.</p>
<p>Assuming that <a href="http://www.detnews.com/apps/pbcs.dll/article?AID=/20071010/METRO/710100394/1001/BIZ">movements to repeal or change the tax</a> fail, mLive's blog gives some idea of <a href="http://blog.mlive.com/oak_business_review/2007/10/services_subject_to_6_use_tax.html">what services might be subject to the tax</a> come December 2007. The nebulous "consulting services" is made a whole lot clearer when you click over to see businesses classified under <a href="http://www.census.gov/epcd/naics02/def/NDEF541.HTM">5416 Management, Scientific, and Technical Consulting Services</a>. It's surprising to find that in addition the list includes items that are absolutely essential to the development of new businesses in Michigan like site selection, start-up consulting, marketing, and a host of science and technical services.</p>
<p>We invite you to add your thoughts, comments and suggestions for making some sense out of what looks like a fiscal nightmare for Michigan.</p>

<p>StateGate seems like it might be nearing its conclusion with an 13th hour deal reached at 4 AM when legislators were apparently too tired to fight anymore. The <a href="http://www.lsj.com/apps/pbcs.dll/article?AID=/20071001/NEWS01/310010004/1312">LSJ reports</a>:</p>
<blockquote><p>"This budget agreement is the right solution for Michigan," Gov. Jennifer Granholm said in a news release after the vote. "We prevented massive cuts to public education, health care and public safety while also making extensive government reforms and passing new revenue. With the state back on solid financial footing, we can turn our focus to the critical task of jumpstarting our economy and creating new jobs."</p></blockquote>
<p>Leaving aside the question (for now) of how much harder it will be to create jobs with a reputation as a state that is financially unstable, let's take a look at what was added to an income tax hike - the "sales tax expansion", a 6% tax on services. The Detroit News lists some of the services that might be taxed in <a href="http://www.detnews.com/apps/pbcs.dll/artikkel?Dato=20071001&amp;Kategori=POLITICS&amp;Lopenr=710010342&amp;Ref=AR&amp;imw=Y">New levy to tax 23 services</a>.</p>
<p>The list appears to make little sense, with ski resorts subject to the tax but not golf course, janitorial service providers but not plumbers, tanning but not haircuts and financial &amp; business consulting but not legal and accounting services. What do you bet that TV ads won't be subject ... and also that we'll be hearing a lot more like this from every industry affected?</p>
<blockquote><p> "Any service tax should be across the board on all services and not single out specific areas of the economy," Stephen Kircher, president of Boyne USA Resorts' eastern operations, said in a statement.</p></blockquote>

<p>It's a new year and a new session of Michigan government that features new legislators and a change in the balance of power in Lansing. While one thing - our state's economic challenges - has not changed, there's always an opportunity to change the low participation in state government by Michigan's citizens. The best place to start is with you: get involved, let your legislators hear from you and make <em>your</em> investment in Michigan (your tax dollars) count.  <span style="font-weight: bold"></span></p>
<p><span style="font-weight: bold">Keeping Michigan great starts with you. </span></p>
<p>Our government is elected by, paid for, and serves us.  It takes the people to dictate how the government is run. It starts on election day by voting for those you think best represent your interests. It continues with each of us communicating our agenda to our public servants, the elected officials.  Face it, if they don't hear from us, how are they going to work for us??</p>
<p>All next week, we'll be reviewing the various branches of government and their websites. Stay tuned, and get involved.  It's <span style="font-weight: bold">your</span> government.</p>

<p>The Detroit News reports that some Democrats, Republicans and public policy experts are saying Michigan needs to take a look at extending the sales tax to cover more services and (perhaps) lowering the sales tax overall by a penny (6¢ to 5¢) to help offset a projected half billion dollar budget deficit. While a tax on all services would generate close to $9 billion, business-to-business services (engineering, legal services, accounting) would likely be exempt due to the adverse impact that could have on economic development. Likewise, medical services would probably be off limits as well reducing the overall revenue to just under $3 billion.</p>
<p>Michigan taxes 26 of 168 services (ranking 39th in the US) and increasing taxes on services is opposed by most business groups including the <a href="http://www.michamber.com/">Michigan Chamber of Commerce</a> who say it's a "very bad idea" and that a service tax could lead to reduced competitiveness with neighboring states. Thomas Clay of the <a href="http://www.crcmich.org/">Citizens Research Council of Michigan</a> says:</p>
<blockquote><p>Our tax structure is archaic, obsolete. All that economic activity in the service area is not connected to the tax system. If you had a tax on personal services, you could reduce the rate and have sales tax revenue that would grow in the future.</p></blockquote>

<p>Both the Detroit Free Press (<a href="http://www.freep.com/apps/pbcs.dll/article?AID=2006612130311">New era arrives for cable customers</a>) and the Detroit News (<a href="http://www.detnews.com/apps/pbcs.dll/article?AID=/20061213/METRO/612130396/1003/rss36">Senate clears way for cable TV reform</a>) have articles on Michigan's new cable franchising bill which has passed the House and Senate and appears to be headed for a quick signing by Governor Granholm. It's a very complex issue, but at its simplest, the new regulations will replace locally negotiated cable TV  franchises with a uniform set of state rules.</p>
<p>On the plus side, the measure is expected to increase consumer choice as telcos and others move to offer cable TV (and probably also increased internet bandwidth). The downside is that the new regulations don't require service of rural and urban low-income markets which could lead to a greater <a title="Wikipedia entry on the Digital Divide" href="http://en.wikipedia.org/wiki/Digital_divide">digital divide</a> in Michigan.</p>
<p>Two weeks ago, telecommunications giant AT&#038;T promised to invest over $600 million in infrastructure and create 2000 jobs over three years (including 1200 in 2007), which might make the savvy reader ask "Why?"</p>
<p>The answer, according to a <a href="http://www.mydd.com/story/2006/12/12/14588/624">pundit at MyDD.com</a> is that the telephone companies are seeking to make an end-around the soon-to-be Democratic Congress and secure franchising without a corresponding guarantee of <a title="Wikipedia entry on Network Neutrality" href="http://en.wikipedia.org/wiki/Network_neutrality">Net Neutrality</a>. According to <a href="http://www.savetheinternet.com/">SavetheInternet.com</a>, an advocacy group, Net Neutrality ensures that the public can view the smallest blog just as easily as the largest corporate Web site by preventing internet companies from rigging the playing field for only the highest-paying sites.</p>
<p>The whole issue has started a modest firestorm in the state and national progressive &#038; techie media surrounding what the Governor should (and could) have done. Michigan Liberal carries a staement from the Governor and also a letter to Google's Larry Page that ends:</p>
<p style="margin-left: 40px">In the interest of taking incremental steps towards improving competition and services for Michigan consumers, it's best that the Legislature complete work on video franchising this year. I look forward to working with Google and others next year to ensure continued open access to the internet for all Michigan residents.</p>

The film was made over the span of two months, with the involvement of a number of local actors, most of them from the <a href="http://www.a2ct.org/">Ann Arbor Civic Theater</a> and the <a href="http://www.purplerosetheatre.org/">Purple Rose Theater of Chelsea, Michigan</a>.  The 16mm film was shot without sound in Milford and West Bloomfield, Michigan and edited by hand.</p>
<p>John Glenn plays the Gardener, Molly Thomas the Fiance, Justin Brewer is the Inheritor, the Grandchild is Isaac Scobey-Thal, and the narrator and Grandmother is Olive Appleby. The film was written by Geoffrey George and Zach Hoskins, and produced and photographed by William Couch and Mike Zatorski.  The film won Best Director (Geoffrey George) and Best Cinematography (William Couch) at the <a href="http://umich.edu/~fvsa/lightworks/w2006/winners.html">University of Michigan's Lightworks Film Festival in 2006</a>.</p>

<h3>Michigan Mock Election Coverage</h3>
<p>The Traverse City Record-Eagle reports that yesterday Ed Wodek���s classroom at Leland Public School looked more like a campaign headquarters as young politicians bustled about in a flurry of red, white and blue. They are getting ready to host 1,000 students from 10 schools in Leelanau County and Traverse City who will hear from state and national candidates and cast their votes. This year���s rally will also be broadcast live over the Internet by <a title="MichiganLiveEvents.com" href="http://www.MichiganLiveEvents.com">MichiganLiveEvents.com</a> and at <a href="http://www.absolutemichigan.com/politics/">Absolute Michigan</a>.</p>
<p>Wodek created the project 20 years ago as a way to engage students in learning about civics and democracy and students research a candidate to speak on their behalf or serve on committees charged with coordinating public relations, construction, technology, painting, programs and ballots.</p>
<p>This year, Leland students also will tabulate statewide results for the <a href="http://www.nationalmockelection.org/">National Student/Parent Mock Election</a>, a program that coordinates affiliated mock elections.</p>

			<content:encoded><![CDATA[<p>Something that has been nagging at me was "where are all those jobs that Google is promising for the new Ann Arbor AdWords home going to come from?" Yesterday's purchase of the leading video sharing site YouTube for a reported $1.65 billion by Google goes a long way to answering that question.The two companies also announced a series of deals with content providers revealed before the Google-YouTube announcement designed to deal with copyright concerns.<span id="more-141"></span></p>
<p><a href="http://www.flickr.com/photos/jorowi/266010915/"><img width="200" height="152" align="right" title="GooTube by John Wilkerson" alt="GooTube by John Wilkerson" src="http://static.flickr.com/88/266010915_900be6bf5f_m.jpg" /></a>The <a href="http://www.mercurynews.com/mld/mercurynews/business/15718937.htm">Mercury News reports</a> that Google CEO Eric Schmidt addressed the copyright issue "I think most people believe that this is just the beginning of an Internet video revolution and there will be many ways in which that video gets uploaded, monetized and copyrights respected".</p>
<p>Translation: Google will figure it out. What is more interesting to me (because I am Michigan-obsessive) is how this affects the AdWords operation. YouTube serves well over 100 million videos <strong>per day</strong>. Put a video ad on the beginning and/or end and there is suddenly a massive amount of new and different ad real estate available to Google. What's more, it allows them to hone their ad chops for <strong>television</strong> in the relatively forgiving online environment.</p>
<p><a href="http://money.cnn.com/2006/10/09/technology/googleyoutube_deal/index.htm?postversion=2006100917">CNN Money's report</a> says that the deal could further strengthen Google's dominance in online advertising, giving it an edge over rivals such as Yahoo!, Microsoft's MSN and News Corp, which owns the social networking site MySpace. The combined company will have over 60% of the online video market.</p>

In <a href="http://www.pbs.org/cringely/pulpit/pulpit20061013.html">The Old New Thing: Why YouTube is not (yet) the future of television</a>, Robert X. Cringely writes:</p>
<blockquote><p>CBS is going to throw on YouTube all its old pilots and episodes it had previously written off -- content that costs it absolutely nothing because it was paid for long ago out of a different budget.</p>
<p>YouTube is the factory outlet of commercial television, at least for now.</p></blockquote>
<p>In the flow of the story, this seems to imply that this is somehow bad for the Google/YouTube company. Personally, the concept of a platform whereby you can show people any old TV show they want to see (at any time) with ads that are <strong>customized precisely to the viewers preferences and/or recent search history</strong> as an absolutely <strong>staggering</strong> value proposition.</p>

<p>Today's Freep has a nice feature on <a href="http://www.freep.com/apps/pbcs.dll/article?AID=/20061009/BUSINESS06/610090372">Ann Arbor's exploding high-tech job scene</a> that says <a title="Absolute Michigan keyword Google for more!" href="http://absolutemichigan.com/search/?search_links=yes&#038;link_keyword=Google&#038;search_articles=">Google</a> is not the only company planning to bring jobs to the city and Washtenaw County. Google, Toyota, Hyundai and others have  committed to creating 2,500 jobs in the region over the next five years. That doesn't include a couple dozen start-ups that expect to add more jobs.</p>
<p>The secret? "You really have to be aggressive in selling the assets of your region," said Michael Finney, CEO of <a href="http://www.annarborspark.org/">Ann Arbor SPARK</a>. SPARK was launched by university, business and civic leaders to attract so-called knowledge-based sectors, such as alternative energy and biotechnology. 			<content:encoded><![CDATA[<p><a href="http://www.wlns.com/Global/story.asp?S=5463613">Politicians Turn to Web to Attract Young Voters</a> from WLNS is a video report on a new trend in the 2006 Michigan elections: candidates turning to youth networking sites like <a href="http://www.facebook.com/">Facebook</a> to  connect with young voters. Candidates with Facebook profiles include Jennifer Granholm and Dick DeVos, Debbie Stabenow and Mike Bouchard. The video includes interviews with college students like Jon Erickson about their thoughts: "I think it was kind of useful, because we waste a lot of time on Facebook to have some of it be constructive as far as looking at the election."</p>
<p><a href="http://www.youngvoterstrategies.org/index.php?tg=articles&#038;idx=More&#038;topics=35&#038;article=242">Young voters -- a wild card in 2006 U.S. elections at Young Voter Strategies</a> from Reuters looks at the same trend and says nationwide survey released this month showed young Americans prefer Democrats to Republicans by a 21-point margin, up from 19% in April. Ed Goeas, a Republican pollster who analyzed the survey taken by the nonpartisan Young Voter Strategies said if young voters turn out in November in the same numbers as in the 2002 mid-term elections, they could give Democrats a 1.8 percentage point advantage, enough to sway any of several razor-tight races this year.</p>
<p>Finally, just because, here's the <a href="http://www.myspace.com/laurengogreen">campaign web site (on MySpace) of Lauren Spencer</a>, a 19 year-old candidate for the MSU Board of Trustees. I found it at this <a href="http://intder.wordpress.com/2006/09/12/2006-michigan-election-candidates/">very comprehensive page listing Michigan candidate web sites</a>.</p>
<p><strong>Update @ 3:45 PM:</strong> I was just emailed a link to <a href="http://www.mydd.com/story/2006/9/28/15756/8465 ">Microtargeting with MySpace</a> from Direct Democracy that says <em>youth-heavy online hangout MySpace.com is launching a voter-registration drive to engage its members in civics</em> and links in turn to a <a href="http://www.msnbc.msn.com/id/15006119">Washington Post article about microtargeting</a>:</p>
<blockquote><p>There is no sexier topic in politics these days than "microtargeting." That's the new science (some say dark art) by which candidates use the latest data-mining technology to vacuum every last scrap of information about voters, then churn out custom-tailored messages designed to herd their supporters to the polls.</p></blockquote>
<p>All of these articles say (to me) that our political process is becoming an ever-more specific science that is less about the policies of candidates and more about finding voters who will support the policies of candidates.</p>

Ballard says that manufacturing is destined to be a smaller part of Michigan's economy and says that the state needs to focus more on cutting edge industrial research. <a title="Click for more info on Michigan's Economic Future" href="http://msupress.msu.edu/bookTemplate.php?bookID=3099"><img align="right" title="Click for more info on Michigan's Economic Future" alt="Click for more info on Michigan's Economic Future" src="http://msupress.msu.edu/imageDump/mich_econ_future.jpg" /></a>Jack asks "If Dick DeVos or Jennifer Granholm asks you what the driving force of Michigan's education policy should be, what would you tell them? Ballard responds "I'd tell them 'Education, education, education'. He goes on to say that if increasing education spending (and likely taxes) is political suicide, then we're dead already.</p>
<p>In his <a href="http://jackshow.blogs.com/jack/2006/09/essay_michigans.html">accompanying essay</a>, Jack writes:</p>
<blockquote><p>...Most of all, the economist says, "we need a new set of attitudes -- creative, highly skilled, flexible and entrepreneurial." The situation is far from hopeless. We have a vibrant higher-tech manufacturing sector. We have an industrial work force, much of which is capable of being retrained and retolled.</p>
<p>Professor Ballard feels strongly that, "If we can make the transition to a new mindset, we really can achieve a vibrant economic future for Michigan."  But if that is to happen, its clear that we do need to think outside the box. Charles Ballards eminently sensible suggestions violate the dogmas of both our fossilized political parties.</p>
<p>Democrats are not going to like some of his suggestions about public employee pensions and health benefits. Republicans will be shocked by his suggestions about taxes. But it all makes sense.</p></blockquote>
